This product is unique in the fact that it is not anhydrous like a lot of the other formulas that I have been seeing. It is completely water-based. This lip mask is great before lip balm as it plumps up the lips and gives the lips a little bit of slip and makes lip balm work wonderfully. Lots of people think that lip balm will help with dry lips. However, if you lips are dry then they need water. Lip balms will only seal in pre-existing moisture.
