We know that film-formers, like the name suggests, forms a film. However, different film-formers work in different ways. The classic example is crunchy and flaky hair spray; this is from high levels of Polyvinylpyrrolidone (PVP). PVP creates brittle films. That is what those white flakes are.

Or maybe they only sell the pre-made version and you can find the powdered version online somewhere else, like with a vitamin company.
